The plan to hold a montly Management Committee with a wide number of
participants, and moving on a rotational basis from region to region, proved
impractical for procedural and logistical reasons – the size of the meetings meant that
discussion was severely limited, and the organising of the meeting outside of the
capital was expensive and cumbersome.
